Biography of Robert Howard Carlton
Robert H Carlton is a
graduate of Oral Roberts University
Law School
class of 1986. He has six college degrees and around 300 college and graduate
school credit hours. He graduated eighth out of an initial class of over 100
international students. He is a life long Democrat. He asked permission of the
WV Board of Bar Examiners based on his grades and was granted permission to
take the WV Bar before graduation from Law school. He passed the bar exam
before finishing Law
School. He also has a
Master of Business Administration degree, M.B.A., from West Virginia University
and four other college degrees for a total of six.. He has practiced law for
several decades and is licensed in both WV and KY. He has a large private
practice in Federal Court and State Court both in WV and KY.
He is a member of both the
Kentucky and
West Virginia Bar Associations. He is admitted in Federal and State Courts and
before the West Virginia Supreme Court and Kentucky Supreme Courts. Mr. Carlton
received the American Jurisprudence Award in Insurance Law and the American
Jurisprudence Award in Wills, Trusts, and Estates. He is a member of the West
Virginia Trial Lawyers’ Association. Continuing legal education
classes are too numerous to list
individually, however he recently received recognition from the Kentucky Bar
for over 62 hours of CLE in just one of the two year reporting periods.
Robert Carlton has
prosecuted and defended murder cases and all other cases over the years with
excellent results including murder cases he prosecuted to a conviction and
murder cases he defended to acquittal or dismissal. His experience includes thousands of
Federal Court and State Court cases as a low estimate over the years. New case
inquiries to the office average 700 a year.
I have assisted many
individuals and businesses to resolve their financial problems and successfully
move on to a bright future. As the economy worsens, it is an excellent time to
have decades of financial problem resolution experience in the Judges Position.
Prior to attending Law School,
Robert served as Magistrate of Mingo County having been selected in 1979 by
then Circuit Court Judge, Robert Staker, from numerous applicants. Afterwards
he served as Adult Probation Officer for several years before going on to Oral Roberts
University Law
School in 1983.
While attending Oral Roberts
University, he received an excellent Christian Law School
education from noted National Christian Legal Education Professors, such as
John Whitehead from the Rutherford Institute. He is a member of the Jay Sekulow
Christian Values Organization, the American
Center for Law and
Justice often seen on the Christian Broadcasting Network, the Daystar Network
and the Praise the Lord Club.
Mr. Carlton is a member of
the First Baptist Church of Williamson, WV where he implements and produces the
“LIVE” Internet Broadcast of the church’s services. He also
helps produce the evening TV program that airs on the college Channel 17. He
created and maintains the churches website: www.firstbaptistchurch.us,
where the live internet broadcasts are seen. Over the years since graduating
from Oral Roberts University,
Robert Carlton has co-chaired Christian productions in the area supported by
numerous churches such as: the Power Team Crusade and the Toy Maker’s
Dream Crusade. Supporting churches included the First Baptist of Williamson,
Delbarton Church of God, Matewan First Assembly of God, Connolly Memorial
Baptist, Williamson Ministerial Association, and many other churches and
individuals. During the two Toymaker’s Dream crusades and the Power Team
Crusade lasting nearly a week, over 22,000 adults and children saw these
presentations. Over 200 decisions to accept Jesus Christ as Savior were
recorded during just the Power Team Crusade.

of the King Coal Festival have been sent through the city website. These are
tourism marketing sites that receive several thousand visitors a month.
Robert Carlton ran for
election to the position of Mingo County Circuit Judge in Mingo County
in 1992 and won a majority of the districts in that race. The last precinct
didn’t arrive till after mid-night. The judicial evaluation pole in that
race rated Robert H Carlton the higher rating between the two candidates.
Mr. Carlton is the son of
Sam and Lorraine Carlton. His wife is Karen Carlton. They have two children:
Kim Carlton Keesee and Katherine Elaine Carlton. They have three grandchildren:
Ian, Sidney, and Christopher. His wife, Karen Carlton M.B.A., M.S, is a
Business instructor at SWVCTC at both the Williamson and Logan campuses and
co-chaired the Power Team and Toy Maker’s Dream Presentations. She also
taught Business at ORU while Robert was enrolled in law school at ORU.
Robert is the past
President of the Tug Valley Chamber of Commerce, current President of the Tug
Valley Choral Society, and past President of the Christian Businessmen’s
Fellowship. He is a member of JFK Society of the WV Democratic Party.
